Lombard to spend $1.3 million on Finley Road Improvement Project

Friday, August 19th, 2011

For Lombard, 2011 is turning out a little better financially than village staff expected.

The village has about $1.3 million of “unanticipated revenue,” and that funding likely will allow a road construction project to get under way next year, Village Manager David Hulseberg said.

The village board agreed Thursday to put some of the extra money toward a design engineering contract for re-paving Finley Road between Wilson Avenue and Crescent Boulevard using a process called whitetopping. Getting the project designed soon will allow the village to start the road work next spring if economic conditions are right, Hulseberg said.

The design engineering is expected to cost about $200,000 and will be completed by Civiltech Engineering because the firm designed a previous whitetopping project on the north side of the village with good results, said Carl Goldsmith, director of public works. The exact cost of the contract will be brought before village board in September for consideration, he said. Continue reading “Lombard to spend $1.3 million on Finley Road Improvement Project” »

$2 million federal grant help facilitate new road repair technique used in Napa Bay Area

Wednesday, August 17th, 2011

A new pavement repair method is making its way to Napa streets.

Last week, the Napa City Council authorized a contract to use cold-in-place recycling to repair a stretch of Golden Gate Drive and Freeway Drive in southwest Napa.

The process, widely used in Southern California but relatively new to Northern California cities, is full of benefits, according to city staff.

“We’re convinced in our research that this product is a very viable way to recycle and deal with our pavement condition problems in a much more environmentally friendly way and an economical way,” said Public Works Director Jack LaRochelle. “It’s really the first time it’s being introduced in Northern California … it’s something new, it’s something good.”

In cold-in-place recycling, between two and four inches of the existing pavement is ground up, crushed and mixed with emulsifying agents, then laid and compacted on the roadway in the same way new asphalt is laid, said Marlene Demery, a city special projects manage.

Fewer greenhouse gasses are emitted during the process because existing asphalt concrete pavement is recycled on the spot to make a new surface.

“Instead of going out and mining new materials, we can use what we already have,” Demery said. “It lasts as long as the standard method.”

Additionally, the city does not have to spend the time or money to remove old pavement and replace it with entirely new material, as is traditionally done, she said.

According to the city’s grant to receive federal funds for cold-in-place recycling, the process produces nearly 80 percent fewer greenhouse gas emissions than conventional road rehabilitation methods.

This type of road repair is most appropriate for the thousands of miles of Bay Area roadways that require “heavy maintenance or rehabilitation,” the grant application said.

It does not work well on “very good roads” that require only a thin seal for restoration, nor does cold-in-place recycling work with failing roads that must be reconstructed. Continue reading “$2 million federal grant help facilitate new road repair technique used in Napa Bay Area” »

Road Projects Pickup Across the U.S.

Sunday, August 14th, 2011

Road builders are excited about plans by the Florida Department of Transportation to speed up more than a billion dollars in transportation projects. In Polk County that includes a four-mile stretch of Highway 27 that will be widened from four to six lanes about two years ahead of schedule.

A Florida road builder trade group said the fast-tracked projects could mean tens of thousands of jobs. Road construction companies in Polk County are pleased. “It keeps our current workforce employed and may add to the workforce,” said Dan Hoyt with Lane construction.

Hoyt believes the impact goes beyond actual road builders. “You now have the aggregate people back to work,” he said. “The trucking companies back to work.” Continue reading “Road Projects Pickup Across the U.S.” »

Annual summer ritual of seal-coating city streets will get under way

Sunday, July 17th, 2011

The annual summer ritual of seal-coating city streets will get under way in Brookings on Monday, July 18, according to the Brookings Street Department.

Weather permitting, streets and avenues to be sealed include the area from Eighth Street South to 20th Street South; and from Medary Avenue to 22nd Avenue.

Residents who live on streets scheduled for seal-coating should not park anything (vehicles, trailers, boats, RVs, etc.) on their street from 7 a.m. to 8 p.m., until their street has been covered with rock.  Also, do not water lawns or drain sump pumps onto the streets during seal-coating. Streets need to be dry in order for the seal-coat to adhere, city officials report.  Motorists are encouraged to drive slowly and be cautious of the equipment, trucks and employees.

Bicyclists and motorcyclists should exercise extreme caution when using these streets. It would be best to select alternate routes during this time in order to avoid delays.
If all goes well, the project is expected to be completed by Friday, July 29.
